The World Bank has recently approved a plan to use more than $1 billion from a frozen Afghan trust fund for aid in Afghanistan through UN agencies and charities. Afghan experts, welcoming the move, suggest that there should be a clear and organized mechanism for disbursing the money so that Afghanistan gains the greatest benefits.
